Charles Willis & Associates, Inc. is a Texas corporation with principal offices in Arlington, located midway between the cities of Dallas and Fort Worth. Charles Willis & Associates, Inc., has been almost exclusively involved in airport, heliport/vertiport, and other aviation-related projects since 1979. Project types have included engineering design of major airport improvements, the design of several complete new airports, terminal building design, heliport/vertiport studies, major noise and environmental studies, and economic impact assessments. The majority of our projects have been in Texas and the southwest, but we have also worked at numerous locations throughout the U.S and internationally.
Charles Willis & Associates, Inc. offers unique capabilities and experience with respect to the design and development of aviation facilities, and we are professionally committed to long-term, continued involvement in air transportation. Our experience includes responsibility for design and planning at more than 100 airport and heliport/vertiport locations, many of which are major air carrier facilities. We have also developed plans for airport industrial parks and facilities to accommodate business and industry, zoning and land use studies, financial and economic analyses, and architectural/engineering design.
The company is an authorized licensee for the Federal Aviation Administration (FAA) Integrated Noise Model (INM). We have extensive experience in the application of many other noise methodologies and techniques, including the Helicopter Noise Model (HNM).
We recognize and constantly strive to accommodate each client's specialized needs and take pride in our focus on personal service. We also serve as consultants to other engineering or design firms that do not have specialized expertise needed for airport and aviation-related assignments. Many of our projects have been directly involved with FAA, Economic Development Administration, Environmental Protection Agency, Department of Defense, and other governmental agencies that participate at airport and industrial development projects.

ABOUT CHARLES WILLIS, AIA, NCARB
Charles Willis has more than 40 years of professional experience as a registered architect and aviation consultant. His professional career includes a diversified practice in architecture, planning, and consulting for a wide variety of project types. He has accomplished dozens of architectural designs in the public and private sector, as well as dozens of airport planning designs and environmental projects. In 1979 Mr. Willis founded his own highly successful architectural-engineering-airport planning firm, Charles Willis & Associates, Inc. He operated the company until 1996 when he was offered an opportunity to join a national consulting firm as a partner and senior principal responsible for all corporate aviation practice.
His role as a practicing principal in his own firm and as an officer and principal in a large multi-disciplined professional services firm gives him an exceptional breadth of experience in all areas of architectural practice, airport and aviation consulting. He is licensed as an architect in several states, is member of the American Institute of Architects and the National Council of Architectural Registration Boards.
As a Senior Systems Analyst early in his career, Mr. Willis developed one of the first successful computer simulations of a major air carrier airport passenger terminal. It was published as a research paper and presented by Mr. Willis at a national computer simulation symposium.
He was Manager of Planning for Dallas/Fort Worth International Airport during the planning, design and construction of that project, which is generally recognized as one of the world's largest airports. The project included multiple airline terminal buildings, aircraft maintenance facilities, and major infrastructure and support facilities, representing an investment of nearly eight billion dollars in current dollars.
Mr. Willis has been directly responsible for planning and design projects at more then 100 airport locations including such large hub locations as Dallas/Fort Worth, Dulles, Cleveland Hopkins, Oakland International, New Orleans, Dallas Love Field, and Fort Worth Alliance Airport. The projects have included passenger terminal designs, airport master plans, facility expansion programs, airport site selection studies, environmental impact assessments, and detailed architectural and engineering designs.
He was a principal author of the Southwest Vertiport Study and the Washington State Department of Transportation Civil Tiltrotor/Vertiport System Plan. He has also consulted with the government of Taiwan for a system of vertiports to serve the island's industrial and population centers.
He has worked with, and for, federal, state, and local governments on physical, financial, and policy planning issues, and is extremely familiar with FAA and state funding programs and protocols at all levels. He has prepared for and conducted dozens of public meetings, hearings, workshops, and planning sessions for a wide variety of aviation purposes.
As a Colonel in the U.S. Air Force Reserve, Mr. Willis spent the last four years of his career assigned to USAF Headquarters at the Pentagon as the Reserve Assistant to the Deputy Chief of Air Force Civil Engineering. He served on the Scientific Advisory Group, a subcommittee of the USAF Scientific Advisory Board, the USAF Board of Visitors and as chairman of the USAF Design Advisory Council, which reviews project designs at the US Air Force Academy. Colonel Willis participated in numerous programs relative to long range Air Force planning and was a principal in the USAF Future Vision studies conducted by HQUSAF. He has also lectured at the Air Force Institute of Technology.
Mr. Willis is an instrument-rated commercial pilot with nearly 5000 hours, and nearly 5000 flight hours as a flight navigator worldwide. He regularly flies his own aircraft on company business throughout the U.S.
